For most Europeans and Americans Russia "is very big" like they use to say making long face. And I guess they just do not take the trouble to classify us properly :)
"to catch a Tartar" — to meet a stronger adversary, rebuff. Probably this description you gave encompasses a character strong but still unpredictable, a bit wild and dangerous, and definitely sth prehistoric.
